Can you buy Mature Games on Eb Games, Game Stop, Target or Best Buy if you are 16 and younger?

i want this game called Grand Theft auto Vice City Stories for my PSP….i went to target, Eb games and game stop but they told me i need an id and that i need to have an adult. i am only 12…do ALL the employees let u buy Mature games if your underage
